My roof was destyroyed in a fema zone. The tax question is asking me what the fair market value was before loss, what do I do

    Fair Market Value can be provided by a competent appraiser familiar with your real estate market. While your property tax appraisal statement may provide the total market value of your property, only an appraiser can provide the breakdown for the portion that was destroyed.
