Nonqualified Distribution (State ID) does not match with any states entered in Box 15 - error

My actual W2 Box 15 is blank.  The TurboTax W2 Box 15 is blank.  When I run Smart Check, I get the error

"Form W-2 ....: Box 15 state must be entered".

    If you have state income or state tax entered, a state is required. Be sure all boxes are filled in or all boxes are blank.

    I am getting this error too.  I can not e-file (which I am required to do) because TT is not recognizing my state - CA - in box 15.  Why is this a problem?  What can be done to fix this so I can get this filed?
