After renting a property for 8 or so years, the carpets were shot and the hardwood floor was scratched beyond repair.  I am moving back into this house and need to replace the flooring.  Is any of the cost able to be written off as repairs/upgrades?

No, not if the rental was taken out of service.

Only repairs and improvements while the rental is a rental may be claimed.
