Can I create a company without registering the company to the government?

You question is legal in nature and would be entirely dependent upon where you reside and/or where the company is located.

FOR TAXES If you are self employed, independent contractor, freelance, etc. you do not need to have an official company set up to report it on your tax return. You file Schedule C in your personal tax return.

if you have employees you must get an EIN if you use independent contractors you might want to get an EIN which is safer than using your SSN on any tax forms that would be issued
