Is there a specific "end date" the IRS will use to determine our stimulus check amount?

We qualify and have checked the status (please try again later), but are still not done filing our 2019 taxes.  We did file in 2018, but we made less last year, so I am hoping IRS will use our 2019 tax return for our AGI.  We have owed taxes for the last several years, and we switched bank accounts last fall, so they do not have our correct info.  What I want to know is, has the IRS already determined our eligibility based on 2018 AGI since we haven't filed this year yet (even though we haven't received the payment), or will they reassess our eligibility after we file our 2019 taxes (let's say I file today - I'm almost done)?  If they don't have our correct info, is it likely that we are getting a live check on the way already, or do we stand a chance that we can file today and they'll then have the correct info and use our 2019 AGI.....

    it's not going to matter in the end..... the quicker you file 2019, the higher the chances they will use that information for the stimulus -  they have not provided any guidance how they are determining which year to use.

     

    What is your 2020 income going to look like? here is why I ask:.

     

    • The stimulus payments are really based on your 2020 tax return (income, dependents, etc).
    • The IRS is using either 2018 or 2019 – whatever is available  - to ESTIMATE that payment
    • When you file next year there will be a “settle up” section on the tax return. 
    • If you are due more stimulus (and this would include where your income was lower in 2020 than 2018/ 2019), you will receive the difference through the 2020 tax filing as an additional refund
    • If you received too much stimulus (not the issue here), by law , you are not required to return it
