Questionable debt from long ago

My state refund was taken by a debt recovery company. when I contacted them to ask what the date was for they said traffic tickets from 15 years ago! I was told by the person I spoke to but it was $3000 worth of debt needing to be collected for six traffic tickets. I haven’t gotten six tickets in my entire life let alone in one year. When I asked to speak to a manager I was put on hold for an extended period of time and then told there was no manager available, when I asked how I would dispute this they said mailing in a letter is the only way. I guess my questions are can someone Take money from you like that for a debt that old? Also is it legal for them to do so without even contacting me ahead of time about that, I had heard nothing about this ever until I got the letter saying that they took the state return. And last my question would be what do I do about it, it was only like $140 something but I don’t want them trying to collect the rest of the “$3000” From my wages or from any other source. I know I didn’t get these tickets and I don’t have this debt but how do I go through the process of proving that?

call your state department of revenue; start there. 

 

they must have authorized the garnishment. 

 

a private collector just can't intercept the refund.
