If the first stimulus check was garnished by government, can I claim zero as the amount received?

Absolutely not.    If your first stimulus check was taken because you owed child support, that stimulus check was taken by law ----but it was issued to your SSN.  You cannot now say you did not get it and double dip to receive it.   You have to say in the recovery rebate section that you received that money--even if was directed to delinquent child support.
