I have the exact same problem 😞 I've been going in a loop adding the four 0s suggested here, taking them off, etc. I checked numbers with the providers too, they're rigth

    Don't enter anything in the boxes that ask for a SIN. Instead enter the 6 digit number in Box H on the Releve 24.

    Just leave it blank, the next form right after your current one will accept it.
