1099 R doesn't show NYS distribution of my Bene-IRA or my pension, creates error

Have a Bene-IRA and had both federal and state taxes withheld. At the very point of actually filing (after I PAID and set up direct deposit), TT says "fixes" are needed because "Form 1099-R, Box 14A For electronic Filing, NewYork State witholdings cannot be greater than or equal to gross distribution or state distribution."  The State Distribution box (16) is blank on both of my 1099-Rs (my employer provided pension, and my inherited IRA). 

 

Should I fill them in? Apparently I can't e-file with them listed this way. I had my same pension listed the same way last year on TT and did not have this problem, but did not have a distribution from the bene in 2023.

This is bizarre as originally nothing popped up on any of the periodic "Let's check" animations, but now they do, even before the final filing. I have gone in and deleted the 1099-Rs and re-entered them and am still getting roadblocks.  Please help!

IF box 2a has a positive, non-zero value, copy that into the NY state distribution amount (box 16)

IF box 2a is empty, try the value of box 1 instead
