By "already finished" do you mean you already e-filed?   Did the IRS accept your e-file?   If so, you cannot make any changes until the IRS has fully processed the tax return, and then you can amend to add the 1099R.

If by "finished "you only mean you thought you were done entering income but have not yet e-filed, then you can still go back in and add the 1099R.   You might need to click the words "add a state" to trick the software into letting you in, but you do not really have to add a state return.   That gets you in and then you can add the 1099R.

To enter your retirement income, Go to  Federal> Wages and Income>Retirement Plans and Social Security>IRA  401 k) Pension Plan Withdrawals to enter your 1099R.

Wait until your original return has been fully processed before you amend, and make sure you have saved a pdf of the original return before you amend. (If you do not save it as a pdf, the amended return will overwrite the original, and the original will be lost forever)

See this TurboTax support FAQ for amending a tax return -

Do not expect quick results from amending. It can take four months or more for the IRS to process an amended return.
