Question

I am being blocked from e-filing because the NYS withholdings are greater than the state distribution (pension not subject to state tax). This was not an issue last year

the withholding is LESS that the total distribution, and is used to cover state taxes rather than send estimate payments.

Try putting the amount shown in box 1 in the state distribution box 16.  This should clear the error preventing the electronic filing without affecting your tax return.
