Question

Once again, I withdrew $4000 from 401K, $800 was taken to cover taxes in the 2nd qtr. 6/15/2024 where it was added. Because of this form 2210 will not let me continue

How do I correct line D to match total paid federal taxes?

    Did you make an additional payment?  On your 1099-R did you enter the taxes withheld?  If the amount withheld was entered on the 1099-R, you would not enter it again on the 2210.
