Question

turbotax is NOT exempting TSP (Thrift Savings Plan) distributions for state (KS) taxable income purposes. It should be treated same as federal pension.

turbotax needs to generate KS Schedule S for proper reporting and exclusion of eligible federal pension income.

The amount you received as retirement benefits from the Kansas Public Employees Retirement System is not taxable on your Kansas return. The retirement benefits must be included in your federal adjusted gross income before it can be subtracted on your Kansas return. Retirement benefits taxed on your Federal return must be entered on Kansas Schedule S, Part A.

In the federal section of TurboTax, after you enter the 1099-R, you can indicate that it is a KPERS or other qualified KS public pension benefit so that it will be subtracted from the Kansas income.

Thanks for the reply, however, this does not address our specific situation.

Both my spouse and are retired federal employees, not KPERS pensioners.

The following is directly from Kansas Department of Revenue's guidelines for deducting excludable income from Kansas taxable income on Schedule S:

"LINE A13: If you are receiving retirement benefits/pay, report on this line benefits exempt from Kansas income tax (do not include Social Security benefits). For example, KPERS retirement benefits are subject to federal income tax, but exempt from Kansas income tax. You must make a specific entry on Schedule S to report these exempt benefits. Enter total amount of benefits received from the following plans that was included in your federal AGI. Do not enclose copies of the 1099R forms, instead keep copies for your records for verification by the Department of Revenue at a later date.

    • Federal Civil Service Retirement or Disability Fund payments and any other amounts received as retirement benefits from employment by the federal government or for service in the United States Armed Forces including Thrift Savings Plans."

The issue we have is that TurboTax is not recognizing the 1099-R income as federal retirement income, and therefore the Schedule S (for the KS state return) is not being generated to then exclude said income.

We did not have this issue last year.

I am also having this same problem (as of 3/30).  My TSP direct rollover is being taxed.  My husband is in KS and I'm in IA.  That is why I have to file a KS return.  Based on that, KS is including my TSP rollover as income.  I tried the suggestions here and TurboTax is still not deleting this amount.  Even if Kansas taxes TSP rollovers, this would be Iowa income and not Kansas.

    I'm open to suggestions.

    Thanks

If you would like to send us a “diagnostic” file that has your “numbers” but not your personal information it would help.  If you would like to do this, here are the instructions:  (Don't forget to give us the state)

    TurboTax Online:

Open your return -Go to the menu panel on the left side of your return and select Tax Tools.

    1. Then select Tools below Tax Tools.
    2. A window will pop up which says Tools Center.
    3. On this screen, select Share my file with Agent.
    4. You will see a message explaining what the diagnostic copy is.  Click okay through this screen and then you will get a Token number.
    5. Reply to this thread with your Token number and your state. This will allow us to open a copy of your return without seeing any personal information.

    TurboTax Desktop:

If you like, you can send a copy of your return that will be scrubbed to eliminate your personal data by using these steps:

    1. Click on Online in the top left menu of TurboTax Desktop for Windows
    2. Select 'Send Tax File to Agent'* > Follow the prompts to reach the token number.
      • Enter your email used for TurboTax > Enter your code > Send
    3. Write down or send an image of your token number and state then place in this issue.
    4. We can then review your exact scenario for a solution.
    5. Please also tell us any states included in the return. This is necessary for us to view the return.
      • *If using a MAC, go to the menu at the top of the screen, select Help, then, 'Send Tax File to Agent')

We will be able to see exactly what you are seeing and we can determine what exactly is going on in your return to provide you with a resolution.
