1099-NEC Hobby Income, I am not getting the questions asked about it

I have a 1099-NEC from Amazon Vine program, I do not answer yes to any of the questions that would put this as Self Employment.  I can find where to enter the NEC as Hobby, but I do not get any of the questions that this previous answer that I found is saying that I should.  Can someone help me with this?

To enter your 1099-NEC as hobby income in TurboTax Online please follow these steps:

1. Go to the Income & Expenses section of your tax return
2. Click Edit/Add for your form 1099-NEC
3. Input the details of your 1099-NEC and click Continue
4. Answer the questions and Continue until you get to the Does one of these uncommon situations apply? page
5. Choose This is not money earned as an employee or self-employed individual, it is from a sporadic activity or hobby (this is not common) and click Continue
6. Scroll down the Wages and Income page and select Less Common Income
7. Select Start next to Miscellaneous Income, 1099-A, 1099-C
8. Scroll down to Other reportable income and select Start 
9. Choose Yes on the Any Other Taxable Income? screen
10. In the Description field, enter Form 1099-NEC reimbursement amount
11. In the Amount field, enter your reimbursement as a negative number, select Continue and then Done
