Am I still tax liable for a self-owned, sole proprietor business that did not have any income in 2022? Do I even need a schedule C?

I had a consultancy business that went bust in 2021, and I am now a full time employee. Do I still file a schedule C for the business if I did not have any income in 2022?

No, if you did not have any income or expenses to report on your Schedule C for 2022, you are not required to file it for the year.
