Question

Can I file a 1099-Misc from 2018 in 2023? Was just notified that I didn’t file that year. What do I do?

I have my 1099-Misc form from 2018. I want to avoid further penalties and interest. Are there options?

You can file a 1099-Misc from 2018, but not with your 2022 tax return. If you filed a return a 2018 tax return, you can amend the return to include that 1099-Misc. or, if you didn't file a tax return for 2018, you can file a 2018 return.

Does it have to be done before April 18 to be done this year? Or since it’s late I should be able to file after the annual deadline?

There is a deadline to file for a refund, but if the 1099-MISC is additional income, more than likely you will owe tax, and there is no time limit for filing to  pay tax HOWEVER interest and penalties are added to the tax owed, so you don't want to delay.

How were you notified about the 1099-MISC from 2018?

If the IRS sent you a letter about that, follow the directions the IRS gave you in the letter. They may not require you to file an amended return if they calculated your tax for you already and you agree to that amount of tax.
