Does the 2021 self-employed work summary always put a negative amount for 2021 if you were no longer self employed in 2021?

There was no self employed income or expenses in 2021.

No, it does not. If you don't have any self-employment income or expenses and you no longer have the trade or business, you should delete the self-employment section from your return.
