Estimated taxes

I’m confused on this statement and haven’t yet received an answer. Hoping someone can help.

”Don’t enter payments made in 2019 for your 2018 tax return or any 2018 overpayment applied to this year’s return.”

Does this mean that my federal refund I applied to my estimated taxes in 2019 cannot be entered under the 2019 federal estimated taxes paid section?

That’s right. The refund you applied to the next year is not considered an estimated payment. The refund you applied should be entered on the “Other Income Taxes” screen, where there is a category “2018 Refund Applied to 2019."
