can a fireman paramedic deduct anything from purchasing a 25k houseboat to stay in stead of hotel rooms for work, he paid 25k cash and pays 1800 a month in docking fees, and he does own a home.

The houseboat has a bed and a bathroom

When you have a boat as a second home you can deduct mortgage interest if the boat has cooking, sleeping and bathroom facilities.  But you say you paid cash--so there is no interest to deduct, nor is there any property tax to enter.  Sorry---it does not seem that you have anything about your houseboat to enter on a tax return.

So they also cannot claim anything on the docking fees every month, this paid in stead of hotel costs?

Sorry, no.   And hotel costs would not have been deductible---so not sure why you mention that.
