How do i file a 1099-MISC for a back to work bonus from the state?

Enter the 1099-MISC and select "No" to being work related. 

The program will want to know if this is self-employment income and charge self-employment tax on it. It is not self-employment. It is "Other Income" and should be reported on Schedule 1.
