When you are paid through a Form 1099-MISC or Form 1099-NEC, the person or company paying you does not consider you their employee and you must report your income as if you are an independent contractor with your own business doing the work for which you were paid.
You need to report all of the income you received from pet sitting even if you did not receive a tax form for 2023. Use your own records to determine what income you received that was not included on a tax form (such as your Form 1099-MISC) and report it as 'cash' income.
Be sure to consider any expenses you paid to help you do the pet sitting job. Those can be claimed as a business expense, which will reduce your taxes.
