How to get to schedule c for a 1099-nec for no employee compensation?

turbo tax shows a schedule c but I can't fill it out

You are posting from online Deluxe.  You cannot prepare a Schedule C with online Deluxe.  You need to upgrade to Premium if you are using online.

 

if you use the CD/download, every version of the download has all the forms and schedules.
