I have a 1099 NEC that is not self-employment. It is a stipend for volunteer fire services in PA. I am unable to bypass the schedule c questions

If it was a for a one-time activity with no intent to earn money, you can check the box that says This is not money earned as an employee or self-employed individual.    Then you can delete the Schedule C that was started.
