I have misc labor costs but didn't file a 1099 for the people who worked for me, is it too late or i can't claim the misc labor?

No, it is not too late. You can still claim the misc labor costs and you can still file the 1099. TurboTax will give you the option as you walk through the business section. It will ask you if you need to file a 1099-Misc, answer yes and continue through.
