I received a 1099-NEC but am not self employed. It is income from SDSU for being part of the IFC. How can I enter into turbotax but not as self employment?

Did it create a Schedule C? If not, then it did not report it as self-employment. If you are using the online version you can select Tools>>Tax Tools>>Delete a form to see if you have a Schedule C in your return.
Making it not self-employment does not make it not taxable. It is still taxable income and would be taxed at your ordinary tax rate.
