If I made more than $600 on my 1099-nec (in ny), but made under $13850 for the whole year, do I still have to file?

Possibly.  If your net earnings from your self-employment income (Form 1099-NEC) is more than $400, then you need to file a tax return even though your total income is under the filing threshold of $13,850.

 

The net earnings from self-employment would be your income minus your business expenses.  Anything over the $400 threshold would generate self-employment tax and a return would be required.
