I work as an instructor/evaluator all over the United States. I live in KY and my pay comes from a company in MD.

To whom do I pay State taxes to?

Your resident state always. If you are an employee on straight pay that might be the only state. Your pay comes from MD and they only tax income based on activity inside MD. If you did not perform any work in MD, no tax return is needed.

As for the other states, if you were not receiving income from any of those states so no return would be needed. However, if you went around the country selling items or making commissions, you would need to identify each state and amount and check filing requirements.

To check filing requirements, see this article
