Question

On 1099-INT, Box 11, includes "Bond Premium". I believe this value goes on Sch. B, Part 1, Line 1 and is a negative number.

The bond premium on your 1099-INT just reduces the amount of box 1 that is taxable and that is entered onto schedule B part 1.  So you shouldn't actually see the bond premium there, just the net amount.
