Yes, if you paid someone, even if they are related to you, to care for your mother, they must claim the money you paid them.  

 

Since you paid them less than $2,100, you would not need to pay FICA taxes on them even if they met the criteria of household employee. Since you paid them less than $1,000 in any calendar quarter, they would need to claim this income as self-employment income.
