1099-MISC is to report other income, a W-2 deduction refund via a different program. Nothing I do can fix the error the program makes. There should be a way to state yes or no this is or is not self-employment so program uses the other form, but the program doesn't seem to be able to do that.

This answer from @ThomasM125 will tell you how to handle the 1099-MISC so that it is not taxable income to you.

You would report the form 1099-Misc in the Income and Expenses section of TurboTax, then Other Income, then Income from form 1099-MISC.

The offset entry would be as follows:

Go to the Income and Expenses section of TurboTax

 - Choose  Less Common Income

 - Choose Miscellaneous Income, 1099-A, 1099-C

 - Choose Other reportable Income

 - Enter a description and the amount of your offset as a negative number
