is it possible to upload 2022 PDF tax return to start a return for 2023 in Turbo Tax Desktop version?

Where did you get the pdf? First of all it needs to be the actual electronic pdf file generated from the program. Not a file you scanned in from a paper tax return. But be aware transferring from a pdf only transfers basics info like name, address, ssn and AGI. So you might as well enter everything from scratch.
