Are you referring to the California Middle Class Tax Refund?  Or something else?

The IRS recently issued guidance on state tax payments.  See here.  Is your payment there?

You may remove any IRS Form 1099 that you entered for the California Middle Tax Refund.  The income will not be reported on either the Federal or California tax returns.

General welfare and disaster relief payments from the following states are not taxable and should not be included on your tax return.
