Will I be considered at risk of homelessness if I am a self-supporting student who makes more than 30% less than my area's median for a single person?

I am wondering if I qualify for Earned Income Credit under the reason of being at risk of homelessness. During 2021 I was a self-supporting student. I had just moved to a new state in the last week of December with no help for any emergencies or immediate needs. I relied on the non-taxable GI Bill housing allowance to pay my rent. I made over 30% less than the median income for a single person. Would I be considered at risk for homelessness?

This is the IRS definition of a Qualified Homeless Youth:

 

Qualified homeless youth. You are a qualified homeless youth if you certify that you are an unaccompanied child or youth who is homeless or who is at risk of homelessness, and are self-supporting. To certify that you are a qualified homeless youth and that you satisfy all the other requirements for claiming the EIC, check the box on Form 1040 or 1040-SR, line 27a.
