How can a professional consultation for work be added as an expense ?

For instance, in case of a psychologist, who at some times need to consult with other professionals for a specific situation, there are some fees to be paid for these other professionals (who would issue consultation invoices). Can these fees be claimed as professional expenses ?

Professional fees relate to work done for professional accounting or legal advice, not for medical/ work purposes. This would likely be claimed as a work expense.
