Am I required to include my federal tax return with my state of Illinois return?

I am mailing my Illinois state tax return. Turbotax printed out a copy of my federal return at the end of the state return. Am I required to mail a copy of my federal tax return to Illinois?

Yes, you need to send a copy of your federal tax return with your state return.

Why doesn't Turbotax print out the federal tax return forms with my IL return for mailing? Are there certain circumstances where a copy of my federal return is not required to be mailed with my IL return?

Normally not. only include if have income excluded from state income.  Generally, that is interest from US obligations that are not taxable by State of Illinois.  If you have income on federal return that is exempt from state taxes TurboTax will print the pages of your federal tax return that must be filed with state.

My federal return as approved however my state return was rejected.  In talking with one of turbo tax representatives she suggested I just fill out a revised state tax form with the corrections and mail it in to the state.  Should I inclose a copy of my federal return along with it?

No. If your federal return was accepted, but your state return was rejected, you should be able to click the Fix it Now button and correct anything on your state return that is causing the rejection. Once that is corrected, you will refile your state return.
