Applying 2024 tax refund to 2023 PAYMENT PLAN

I have a payment plan in place for my 2023 federal taxes.  I still owe a balance on it.

Is there a way to apply my 2024 federal tax refund to 2023 payment plan?

You do not have to enter anything about that on your 2024 tax return.  If you still owe for 2023 or an earlier year, even if you have been on a payment plan, the IRS will use your 2024 refund to pay the back taxes owed.   The IRS will do this automatically and send you a letter a few weeks later.
