Am I supposed to include that negative 3000 again in this section that says Amount deducted for taxes based on income. I dońt understand what information goes in that first box. should i leave it blank.

Did you have any New Jersey tax withheld on any of the Business/Farm Income you reported? Such as on a 1099-Misc or 1099-NEC?

If not, you don't need to make an entry here. Actually, if you had reported NJ tax withheld on your income in your Federal return, the amount would have flowed into your NJ return for you.
