I am an independent contractor. Lets say i fit all the requirements for the convenience of employer rule. I live in fl, company is in ny.  Do i need to fillout any tax paper to report that i meet the rule? Or i just go on about my business and dont have to do any paper work? Are there any ny paperwork to fill out if i meet this rule?

No/ There is no paperwork to fill out either to the State of Florida or the State of NY.

New York's "Convenience of the Employer" rule applies only to employees.  It does not apply to independent contractors.

New York taxes non-resident independent contractors only on income earned by work physically carried out within New York State.
