Filing Married Joint - Live in RI - Wife has income in Mass and Husband income in RI

We live in Rhode Island and file married jointly. The wife has income from MA and pays MA income tax, and the husband works in RI and pays RI income tax.  

We complete the MA return first, but it doesn't look like a credit is applied to the RI income tax from the wife's income and taxes paid in MA. Wife is considerably more than the Husband. If we forget what is paid to MA and use Rhode Island's tax table, we owe less income tax than the combined amounts paid to both RI and MA income tax, but RI always requires more tax! This is not making any sense.

    You must report your wife's income on the Rhode Island return and claim the credit for taxes paid to another jurisdiction.
