How can I get Turbo tax to add Indiana State form CC-40 to my return. It is a form that shows a donation was made to an Indiana University

I did not claim any donations on my Federal forms because I was taking the standard deduction, so it would not have counted. But for IN taxes I need to claim that donation for the University to get a State match. Should I go back to my Federal form and add that donation?

Yes, add the donation in under your federal return.  You will do this even if you are claiming the standard deduction.  Then rerun your state return.  The information should transfer over form your federal return to your state return.
