I made Capital gains on the sale of land in California, and I am a resident of Arizona. Do I need to file a California tax return?

    Yes. You need to file non-resident CA return. 

    AZ and CA are reverse credit states, so CA (the non resident state) should give credit for taxes paid to AZ on the sale of land since it will be taxed in both states.
