I live in Philadelphia but work in New Jersey and don't believe my employer withheld the Philadelphia city wage tax. Does turbo tax calculate my Philadelphia city tax?

No, TurboTax doesn't handle Philadelphia city taxes.

According to the City of Philadelphia, If you are a resident of Philadelphia or a non-resident who works in Philadelphia, and your employer is not required to withhold the tax, you must register for an Earnings Tax Account. A New Jersey employer isn't required to withhold for Philadelphia.

 You can register for an Earnings account  using your Social Security Number at this website: http://www.phila.gov/Revenue/businesses/taxes/Pages/WageTax.aspx
