Question

I received 1099-R withheld to NC but lived in NY. I know I have to file a NC return and indicate NC income as $0 but don't see on Turbotax how to add this income to NY

There is no way to enter the Form 1099-R directly on the New York tax return. You would enter the Form 1099-R in the federal portion of TurboTax. When you do so, the income reported on it will be reflected on your New York return. When you prepare the New York return, you will be asked to allocate your income to New York and to other states where it was earned. That allocation will adjust your New York tax rate to compensate for income earned out of state, so you only end up being taxed on income earned in New York. So your New York tax return will list all of your income in and out of state, but your tax will only be on your New York income.
