West Virginia is the resident state and has claim on your spouse's income.
I assume that your spouse's W-2 has West Virginia income tax withheld.
Maryland and West Virginia have a reciprocal agreement. This is an agreement between two states that allows residents of one state to request exemption from tax withholding in the other (reciprocal) state. This can save you the trouble of having to file multiple state returns.
