I am a non resident of New York with employment in New York.  Why am I paying New York State tax on other money earned outside of NY

NY calculates what your New York tax would have been if you earned everything in NY, but it will only calculate the tax on your New York sources of income.

Check line 45 on form IT-203 to see how New York computes the percentage of income taxed within New York.

 

As a nonresident, you only pay tax on New York source income, which includes earnings from work performed in New York State, and income from real property located in the state.
