Out of state student state tax question

We are NYS residents. Our daughter attends college in PA & worked there last year. She earned about $30,000.

She owes tax, but it's telling her that she needs to pay tax in PA & NY.

Why would she need to pay double tax on what she owed. I understand why she needs to pay in PA.

That's correct, 2 returns are needed, but you won't be double-taxed. Since you live in New York, you must report all of your wages to your state of residence.  You will then be taxed on them.  If you paid taxes to another state (Pennsylvania), you can take a credit for those out-of-state taxes to reduce your New York liability.
