I don't understand line r of form SC1040. By entering amount on line1, line 5 would be 0. Is this correct?

Line 3r is for other subtractions to federal taxable income.   If the same amount is listed on Line 1 and Line 3r and there are no other entries on the form, then yes, Line 5 would be zero.
