Question

State Taxes are already installed but it's asking if I want to use them as my free state download

I'm not sure why I can't install my state on a different computer without having this issue.

There is limit of 5 installations as part of the license agreement.  If you have not exceeded that amount, you should be able to import with the same program you purchased on your first computer.  If your state download works on your first installation but not on the second computer, please try the steps in this link to help with the state installation issue.
