TT says I need to file DC D-40B but only passive rental income

I was confused by the instructions from TurboTax. I live in California but I owe a rental property in Washington DC.  All my income in DC is passive due to the rental property; no salaries or wages paid to me there. I owe no tax nor should expect a refund from DC. However, TT also gave me an instruction sheet on filing by mail and said that a copy of my return would be included. However, the only thing on the TT PDF document was the instructions for filing but no Form D-40B was included. If I try to complete Form D-40B, I need to select either option A (Commuter/Domiciliary State Exemption) or B (Military spouse exemption) and I believe non apply to me; unless option A is also for passive income, even though the instructions only mention salaries or wages paid to me.
Do I actually have to file Form D-40B? Why is TT asking me to file via mail?

Please help!

Form D-40B is for non-residents of DC who are requesting a refund due to withholding or estimated tax payments. Since you say you owe no tax to DC and don't expect a refund, you would not have to file this form.

 

If you did have to file a Form D-40B, it has to be filed by mail, as e-file is not available.
