TurboTax does include State of Virginia tax withholding

Sure it does..

 

If you uploaded your W-2 (or 1099-R) you need to go back to the Federal income section EDIT it and make sure all the $$ are in the correct boxes. 

 

 ("Uploaded Pictures and PDFs are well known to go bad...an import from financial provider's computer are "usually" OK)

Reviewed W2 again and found out that I did not select state of Virginia, W2 Box 15. Once corrected that correct amount of  state tax withholding was added to the state return.  Thanks for the support.
